Scaling horizontally game servers

I would like to introduce a scenario to get us started in the subject's discussion. The scenario:
We are going to create a moba game like League of Legends where each team challenges the other in order to win. The match can be viewed by millions of spectators.
We have a master game server streaming just the players and the spectator game servers. Then, these spectator game servers stream to their spectators. Each spectator game server can stream around 1 million of spectators. Once a spectator game server gets overflowed, the new spectator is allocated in other available spectator game server.

The scenario can be diagrammed as follows:

Question 1

What other architectures do you know? Others fitting the scenario.

Question 2

What technology stack would you pick to solve the scenario? How would you achieve the scenario?

Im not sure this is the right forum for that. Doesn't have much to do with isogenic. stack overflow or something more generic will probably give a better answer
